Northern Region Maritime Safety Management Seminar Held in Qingdao
On October 23, the Northern Region Maritime Safety Management Seminar was held in Qingdao, Shandong. The meeting was hosted by the Shandong Maritime Safety Administration, with the Safety Management Division of the Maritime Safety Administration of the Ministry of Transport providing guidance. Around 30 attendees participated, including safety management department heads from six northern maritime administrations (Tianjin, Liaoning, Shandong, Hebei, Heilongjiang, Lianyungang) and southern region units (Guangdong, Guangxi, Hainan, Yangtze River, Shenzhen). The group discussed new ideas for maritime safety governance.The six northern maritime administrations cover nearly 7,000 kilometers of coastline along the Yellow and Bohai Seas, as well as thousands of kilometers of boundary rivers and inland waterways in the Heilongjiang basin, where frequent cross-regional movement of ships and crew occurs. Challenges such as maritime safety risk prevention and control, collision prevention between commercial and fishing vessels, and enforcement of safety responsibilities for shipping companies cannot be effectively addressed by local oversight alone. This seminar transcends regional perspectives, establishing a platform for mutual learning and joint governance between the northern and southern regions to collectively promote a comprehensive shift in northern region safety management from “specialized collaboration” to “mechanism-based collaboration.”During the seminar, attendees conducted an in-depth discussion of the "Northern Region Safety Management Business Collaboration Mechanism (draft)" and reached a consensus to deepen exchange and cooperation and strengthen joint prevention and control efforts. The six northern maritime administrations (Tianjin, Liaoning, Shandong, Hebei, Heilongjiang, Lianyungang) shared their work in comprehensive safety management, shipping company safety management, and water traffic accident investigations. Meanwhile, counterparts from southern region units (Guangdong, Guangxi, Hainan, Yangtze River, Shenzhen) presented their experiences with categorized and tiered regulation of shipping companies, the construction of the “maritime credit+” system, and the application of digital intelligence in shipping company safety management. The seminar also featured typical case discussions of water traffic accidents, as well as detailed analysis concerning the latest deployment requirements and pressing challenges in maritime investigations.The seminar clarified that the northern region will establish a series of mechanisms, including information sharing, joint warning consultations, joint accident investigations, and cross-regional transfer of investigation clues. These measures aim to promote cross-jurisdictional mutual recognition of shipping company credit ratings, benefiting law-abiding and trustworthy corporations while preventing negligent and unsafe vessels from progressing. The joint effort seeks to shift safety governance from post-incident responses to proactive prevention.This seminar is an important step in deepening regional "information exchange, resource sharing, and mutual learning of experiences," marking the official establishment of the Northern Region Maritime Safety Management Collaboration Mechanism. All parties expressed their commitment to safeguarding every vessel and every stretch of the sea with a strong sense of responsibility, collectively fortifying the maritime safety shield for the Yellow and Bohai Seas, ensuring high-quality development for the shipping industry.
